L’Oreal Stepney is Chairwoman of the Texas Water Development Board, where she oversees a $23 billion portfolio supporting Texas’ water planning, flood management, water science, and infrastructure financing programs. A registered professional engineer with more than 30 years of public service experience, she previously served as Deputy Executive Director of the Texas Commission on Environmental Quality, leading major environmental and water resource initiatives, including drought response, drinking water protection, and interstate water negotiations. Governor Abbott has appointed her to several state and regional water policy leadership roles, and she is widely recognized for her contributions to water management, environmental policy, and workforce development in Texas.
