Bio – Jeff Payne

Jeff Payne is the Chief Operating Officer of Freese and Nichols, where he helps lead one of the nation’s leading engineering and consulting firms. A graduate of the United States Air Force Academy and retired Air Force Reserve Lieutenant Colonel, Jeff combines military leadership, engineering expertise, and executive experience to help organizations successfully deliver critical infrastructure projects and navigate growth. Before becoming COO, he led many of Freese and Nichols’ largest and most complex water and infrastructure programs.
