Bio – Allan Rutter

Allan Rutter is the Freight Analysis Program Manager at the Texas A&M Transportation Institute and a nationally recognized leader in transportation policy and rail operations. He previously served as Federal Railroad Administrator under President George W. Bush and continues to support the Texas Department of Transportation’s Rail Division through research and data analysis.
